Of the P6,574,721.64 collectibles, the top five members of the Manokan Country Vendors Association (MCVA) with the highest rental delinquency are Zoila Lim with P472,093.39; Montoya/Villaester – P465,311.48;Posadas – P464,892.45; Jalandoni/Concepcion – P462,911.33; and Velez/ Penaflorida – P458, 628.73. On the other hand, the stall owner with the lowest arrearat P29,763.23isNorberto Tarrosa, CTO records further indicated. INHIBITION Councilor Familiaran said he will inhibit from any deliberations or undertakings of the Sangguniang Panlungsod (SP) with regards to the proposal of Mayor Monico Puentevella to either sell or lease out the city-owned property at the Reclamation Area. The councilor, who is a stall owner at the Manokan Country, said he will distance himself from the issue, to avoid accusation of conflict of interest. “I’m a reasonable man and I don’t want people to impute malice on my statement or action relative to the Manokan issue,” Familiaran emphasized. Meanwhile, Vice Mayor Greg Gasataya said he has yet to receive a formal complaint from the stall owners who are reportedly strongly opposing the privatization plan. This was stressed yesterday by Bacolod Councilor El Cid Familiaran, after a public hearing on his proposed ordinance establishing guidelines governing the qualifications and procedures in the accreditation of mobilizers of localized community mortgage program (LCMP) projects of Bacolod City. The councilor pointed out that the ordinance shall be calledthe LCMP Mobilizer Accreditation Ordinance of Bacolod City. Familiaran said the purpose of the ordinance is to standardize the qualifications and procedures that may qualify non-government organizations (NGO) and civil society organizations to mobilizeprojects under the LCMP. This is to set guidelines for the LCMP, he reiterated as he cited the reports claiming that there are mobilizers who are reportedly collecting big amount of money from the community, which makes the poor residents suffer, Familiaran added. Familiaran claimed that the city government of Bacolod has 25 percent counterpart for the P50 million allocated funds from the Social Housing Finance Corporation (SHFC), which is intended for the LCMP. Familiaran saidthe program of the national government through the SHFC is intended to buy privately-owned properties to be sold to the community. However, he stressed that he doesn’t know whether or not it is serious. “I’ve heard they are asking for support from a prominent Negros politician. I don’t know if they are serious with their plan,” the councilor said. I’m not part of that group, he stressed. He added that most of them were aligned with Bacolod Representative Evelio Leonardia. He said “this is normal in politics. Everybody wants to be in public service,” Familiaran said. Espina Watchmen Daily Journal A total of 26 ordinances and 948 resolutions were passed by the Bacolod Sangguniang Panlungsod (SP) for the period from July 2013 to June 2014. In his report, SP secretary Vicente Petierre III said the councilors with the most number of ordinances passed were El Cid Familiaran and Caesar Distrito with five each. They are followed by Wilson Gamboa Jr. with four; Sonya Verdeflor – three; and one each for Alex Paglumotan, Claudio Puentevella, Roberto Rojas and Ana Marie Palermo. Lawyer Archie Baribar topped the list of co-authors with eight ordinances while Paglumotan and Familiaran had three each. Jocelle Batapa-Sigue, Puentevella, Distrito and Verdeflor were co-authors of two ordinances each. Of the 948 resolutions, Petierre said, 351 were passed from July to December 2013 while 597 were approved from January to June 2014. Petierre said the SP session officially started last July 3, 2013. Masculino Watchmen Journal Improvised toy guns, locally known as “boga”, being used by children for playing and hunting have been proven to be dangerous and, therefore, should be illegalized.
The Sangguniang Panlungsod on first reading has approved an ordinance declaring the possession of improvised toy guns as illegal in the city. Bacolod Councilor El Cid Familiaran, chairman of the Committee on Police, Security and Jail Management and Penology, said that “boga” is a deadly weapon that can kill anyone. This improvised gun uses a marble or “holin” as bullet, and several incidents have been reported that some children have been accidentally hit by the bullet while playing, resulting to hospitalization and death, the proposed ordinance said. The proposed ordinance seeks to prohibit or ban possession and usage of “boga” in the city, as its alteration for usage and subsequent possession has already become detrimental to the lives of people. Any person found possessing “boga” will be fined of not less than P2,000 but not more than P5,000, and a penalty of three to six months imprisonment at the discretion of the court. Minors found violating this ordinance will be subjected to counseling and rehabilitation at the Social Development Center (SDC), the ordinance stated./WDJ By Nicole A. This was stressed by Councilor El Cid Familiaran, chairman of the Sangguniang Panlungsod Committee on Police Matters, during his visit at the Bacolod City Police Office (BCPO), yesterday morning. Familiaran said he is urging the Permits and Licensing Office of the city to strictly implement City Ordinance 600, which requires all banks and other financial institutions, business establishments, within the City of Bacolod, to install CCTV within their premises. “Business owners should install CCTVs before they could get their business permits,” Familiaran stressed. Familiaran cited the recent robbery/hold-up incident wherein a money changing firm lost an estimated P500,000 cash to three suspects. Familiaran stressed that if the money changing firm has a CCTV, police will have no difficulty in identifying the suspects. Earlier, Senior Supt. Pedrito Escarilla, BCPO officer-in-charge, had directed chiefs of all police stations to visit business establishments in their respective areas for security purposes. The BCPO chief said establishment owners should hire security guards to protect their tenants and clients. He has instructed the station commanders to coordinate with the operation managers of the different business establishments to design a security plan in their respective areas. Meanwhile, Familiaran said that he had already asked Mayor Monico Puentevella for additional mobile patrol vehicles for six police stations under the BCPO in order to intensify police visibility. Bacolod Councilor El Cid Familiaran, in his resolution, said the scarcity of blood worldwide has been noticed not just by foreign countries or by their health providers, but likewise by the International Red Cross. Such concern is identified when dengue illness hits the country, specifically in Bacolod City, resulting to shortage of blood in Bacolod-based hospitals, the resolution said. It also added that the cost of blood inaccessibly increased for a great number of people, contributing to the death of many poor patients, particularly children. Philippine National Red Cross (PNRC) Secretary General Gwendolyn Pang stated that last year, blood collection fell short of what was needed, the resolution cited. Only 440,000 units of blood have been collected, short by nearly a half with the 950,000 units of blooded needed by the country, it added. The resolution also stated that while there are blood banks in the Red Cross and the Corazon Locsin Montelibano Memorial Regional Hospital and other private hospitals, scarcity of blood remains to be a major concern of the city. It cited Republic Act No. 7719 or “An Act Promoting Voluntary Blood Donation, Providing for an Adequate Supply of Safe Blood, Regulating Blood Banks, and Providing Penalties for Violation Thereof” has been passed by Congress to institutionalize and ensure adequate supply of blood. “Among the measures that are considered to generate additional blood for patients is to recognize the voluntary donation of blood by traffic violators in lieu of the mandated fine,” the resolution said. When approved, the ordinance will be known as the “City Ordinance on Blood Donation for Traffic Violation.” The traffic violator, however, who wants to donate blood shall be subjected to a medical examination by a doctor at the City Health Office (CHO) to check if he is medically qualified and physically fit to donate blood./WDJ By Nicole A. The Presidential Commission on Good Government (PCGG) is asking the occupants of the lot to pay P3,500 per square meter, but the informal settlers offered to only pay the maximum of P1,500 per square meter. This was revealed yesterday by Bacolod Councilor El Cid Familiaran, chairman of the Committee on Urban Poor, Housing and Resettlement, following the PCGG’s request for help from the city in mobilizing the residents of the controversial lot to finally settle the conflict. However, Familiaran stressed that all of the 700 families could not be accommodated in the city’s existing relocation site in case there’s a buyer of the lot. He said the city could use the Comprehensive Shelter Program by putting up tenements to accommodate the affected residents in an affordable cost. “The question is if the city has a budget for that,” he added. Familiaran said the city may negotiate with the PCGG to lower down the cost so that the residents can afford the value of the lot that was set by the Community Mortgage Program (CMP) and the Social Housing and Finance Corporation. The councilor emphasized that the decision would depend on Mayor Monico Puentevella as to what action should be taken to address the problem. “Let’s see if there’s a win-win solution to that,” Familiaran said. This was stressed yesterday by Bacolod Councilor El Cid Familiaran, chairman of the Sangguniang Panlungsod Committee on Peace and Order and Police Matters, as he speculated that the information about the package containing about a kilo of suspected shabu might have come from an employee of the forwarding company through which the contraband was shipped. Edgardo Justo, 36 years old, was nabbed Monday after he had withdrawn the package from a courier firm. When checked by the members of the Philippine Drug Enforcement Agency (PDEA), the box contained 10 pairs of assorted sandals and shoes where plastic bags of shabu were hidden under the soles. PDEA Regional Director Paul Ledesma said the buy-bust operation was the biggest drug apprehension in Western Visayas since he assumed office seven years ago. “One of the employees of the courier company might have tipped off the authorities,” Familiaran said. Meanwhile, Familiaran said he will request Senior Supt. Larry Decena, officer-in-charge of the Bacolod City Police Office (BCPO), to utilize canines in monitoring possible entry of illegal drugs into the city through the airport and seaports. “If security in such places is strict, then the entry of illegal drugs will eventually drop,” he said.
